How could it not be for a person, like Mrs. Kosa, who worked for 21 years at the US Embassy as part of the local personnel? It is obvious that if she quit the US Embassy in 1999 was because she received instructions from Langley, Virginia, to infiltrate the Venezuelan civil service and perform spying functions for the empire.
