Question #1: Will the post-June-30 Iraqi government be able to write its own laws?
Answer: No.
Question #2: Will it be able to raise tax revenues?
Answer: No.
Question #3: Will it have control over its own military?
Answer: No.
Question #4: Will it be free of foreign occupation?
Answer: No.
