“Continuity” is such a loving word. She calls to us softly, beckoning us to press our cheek against her soft breast and find peace and security in the assurance that tomorrow will be a carbon copy of today. May our days tumble one after another like widgets tumbling off the end of an assembly line. In continuity, we sleep the sleep of the dead, our lives a totality of similar thoughts and similar actions.
However, in your skillful hands, the word becomes a work of art. I am thinking, specifically, of your National Continuity Policy that appeared with nary a ripple in the mainstream media.
It’s an innocuous little policy that simply makes you dictator in the event of a declared national emergency, though it doesn’t use such an impolite term. All it says is that you will “…provide guidance for State, local, territorial, and tribal governments, and private sector organizations in order to insure a comprehensive and integrated national continuity program that will enhance the credibility of our national security posture and enable a more rapid response to and recovery from a national emergency (emphasis mine)”
You have passed beyond Orwellian newspeak that merely reduced words to unitary units of meaning devoid of depth and resonance and have entered the nirvana of doublespeak, that exercise in communication bypass that conceals what it reveals.
An integrated continuity program is a program of totalistic control in which all components of society dance to the same tune, i.e., your tune. Debate, discussion and dissent become hindrances to this perfect continuity that will totalize our lives and provide us with the absolute security that is every man’s birthright.
What kind of emergency would trigger this perfect continuity, the public might ask if they gave a shit? According to your policy, a “’catastrophic emergency’ means any incident, regardless of location that results in extraordinary levels of mass casualties, damage or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.”
God, I love vague definitions! They give you so much latitude in which to act.
The stated purpose of this policy is to insure the continual functioning of our Constitutional Government. Of course, you are speaking of a Constitution as modified by one of your signing statements.
Experts are predicting one hell of a hurricane season. Do you hear destiny calling you?
